  1. Background

The CORE Group Polio Project (CGPP), a USAID-funded polio eradication project, conducts community-based activities designed to strengthen polio supplemental immunization, routine polio immunization, and flaccid paralysis surveillance (AFP) in nine countries: Ethiopia, India, Sudan, Kenya, Somalia, Nigeria, Uganda, Angola and Niger. Activities are implemented by individual U.S.-based PVOs and local partners and are overseen at the national level by national secretariats.

Since its inception in 1999, CGPP has introduced and established a number of innovations for global polio eradication that have contributed to the elimination of wild polio virus in CGPP focus countries, including community-based surveillance , independent monitoring of immunization campaigns and the use of community mobilizers to support polio eradication. More recently, CGPP has added activities to community surveillance and health education/prevention messages for priority zoonotic diseases (through the Global Health Security Program – GHSA) and COVID-19.

Over the 20-year programming period, each secretariat has set up a stand-alone data system to capture and collate data on key global project indicators and country-specific indicators . As digital data capture technology and capabilities improved over the life of the project, the CGPP Secretariats transitioned to digital and mobile data collection and transmission to the assistance from ODK/ONA and, in some places, connection to government-run DHIS2 systems. Data on the project’s main global indicators is sent and then sent via Excel forms to headquarters, where it is collated and presented in quarterly and annual reports and used for decision-making, presentations and other publications.

  1. Primary objective

The main objective of this consultancy is to develop a Power BI digital dashboard to capture quarterly and annual data on key global indicators related to Polio/Vaccination, GHSA and COVID-19. This database would provide real-time data and visualizations and enable comparisons within and between countries. In addition, the consultant would take an inventory of current data systems and reports and propose a software solution to streamline the data reporting system from the Secretariat offices to Headquarters. The dashboard will promote data visibility, enable faster use of data for decision-making, and enable project staff to fill data gaps more quickly.

  1. Specific tasks

The adviser:

  • Create quarterly and annual data reporting systems that feed into national systems at HQ and all forms that capture key project indicators needed for reporting
  • Establish and create essential project dashboards in Power BI to present quarterly project data in real time and view annual fiscal year data. These dashboards must be accessible to CGPP staff from the various international organizations.
  • Ensure dashboards created capture key global project indicators for polio, GHSA and COVID-19 work.
  • Provide on-the-job training to HQ and Secretariat teams on dashboard, report forms and other relevant information.
  • Provide advice on the purchase of software and licenses necessary to exploit and manipulate the data in the dashboard or for the reporting system.
  1. Deliverables and estimated LOE
  • Power BI dashboards capable of capturing and displaying data on a quarterly and annual basis for polio, GHSA and COVID-19.
  • Presentation and training to key CGPP staff on the use and update of the dashboard and the transmission of data.

Payment terms
